This is a gorgeous white sheer cotton voile post World War 1 (circa 1918) blouse.
It has a long, deeply flounced and delicate whitework embroidered collar that drapes loosely with no fastening.
The sleeves are attached at the shoulder with a narrow decorative openwork tape channel.
The cuffs are 'hankerchief' pointed and again whitework embroidered with further inserted narrow openwork tape and lace edging. They fasten with a covered button.
This level of detailed work is rarely seen these days and now would normally be expensive to reproduce.
Typical of the era's shape, it is sheer and designed to be worn loosely over a camisole or other garment. The bottom of the blouse has a heavier cotton panel running horizontally which would have allowed it to be tucked into a skirt. This panel has side splits.

Note the blouse fronts are wide and when laid flat extend across almost to the other side seam. Therefore we are basing the bust size on doubling the measurements from armpit to armpit (17.5ins) to 35ins
